Here was my situation in more detail:
* Dad (ruler) owns two counties, so switched out of Gavelkind to Elective so they don't separate.
* Dad (ruler) imprisons and banishes both mayors (one from each county) to get red of votes against his chosen heir (the Son)
* Dad (ruler) makes Son (heir) mayor of both counties. Son now has enough votes to be heir.
* Dad dies, son succeeds.
* In the primary county, everything is fine. Son is ruling the barony, which is still the capital of the county, as well as the city, which he can give away. BUT in the other county, the situation is reversed. Son is ruling the city, which is now the capital of the county, as well as the barony, which is not the capital.
I can't figure out how to get the son (now in power) to change the capital back to the barony in this county. I'm sure it's something obvious, but I've tried just about anything. Simply waiting (and saving and reloading) did not solve the problem. Even future generations have not yet solved the problem.
