Playing Aztec empire. None of my ports are able to build ships. The dock is greyed out and there is no mouseover tip. AI nations can. The province mvt*multiplier is greater than 1. What's going on?

Actually, I just checked the save file. The Creek, who just sailed a warship past me, have whiteman = 0

Later... just edited a save file. Made my whiteman = 100. Hey presto!

I guess I'll just have to concentrate on dominating the Americas while I wait for the european tourists.... This whiteman has put a decidedly unwanted eurocentric twist to my super-fantasia scenario!

Well, if you want to colonize the caribean islands, you are of course always free to manually increase your whiteman value: After all, it is your game, and you should be free to do what the heck you want! ;)

Behind him, his chief folded his arms and glared at the warship. "We don't even speak Creek."

"They're signaling in our language." Fortunately despite Aztec problems building a navy, they had found an enlightening book on semaphore. The warrior leaned so far over he stumbled and quickly backed up. "They're commenting on our inability to build ships."

The chief's eyes narrowed. "Define commenting."

"Message begins: 'You are pwned.'"

I have no idea who are Creeks but if you would conquer them would you be able to build boat?

It's to keep the Amerindians from sailing across to Europe in every game, since most people play as a Euro country.

The Creek probably got a random event like "Enthusiasm for the Navy" that gives you some free ships, regardless of 'whiteman' or whatever.
