Hello,

I am trying to do the Czechmate achievement (OMG it is such a PITA...), anyway, back to the topic: I conquered states in Romania and Yugo aall the way to Dalmatia. There is a clear uninterrupted path between my capital and Dalmatia. I am not at war with anyone, all states are fully owned. I have two shipyards in Dalmatia, but still the UI says "No Dockyards". Why? In the Occupation screen it says that I can only use some % of occupied industry, but there is no mention of dockyards.

Sure, there is the "Access to the Sea" focus which I didn't do yet, but why does it matter at all? It doesn't unlock anything, just gives XP. I'd guess that without XP I should be able to build at least convoys?

focus = {
id = CZE_access_to_the_sea
icon = GFX_goal_generic_occupy_states_coastal
........
completion_reward = {
navy_experience = 25
}
}

There is only one dockyard available in Dalmatia. The second one is under construction.
1 existing dockyard + 1 dockyard under construction = 1 theoretically usable dockyard

You have access to 30.6% of the IC in Dalmatia, so 0.306 dockyards. Since you have no other dockyards for your whole country, the total number of dockyards is 0.306. That total, probably rounded down by the game, comes to 0 effective NIC (naval industrial capacity).

Try building more dockyards, at least 2 more, in order to obtain at least 1 effective NIC. Or wait until compliance increases.

You are right, I did have 2 dockyards (the screenshot was a little before) and still had the "No Dockyards" message, which confused me because 2*0.3=0.6 which should be rounded to 1 if rounded to the nearest.

I can now build ships after I finished the 3rd dockyard in Dalmatia!

Which is also wierd since 3*0.3=0.9 which would be still zero if rounded down... guess they use some non-standard rounding or something.

thanks.

A cheesy (but efficient) way to get the Czechmate achievement is to go fascist and join the Axis ASAP, then conquer the Netherlands by using paratroopers from German airbases. Puppet the Dutch East Indies in the resulting peace conference.

Then you can then build your strength up while you wait for WWII to start, and move your armies to the Dutch East Indies. When you are ready, join Germany's wars against the UK, then naval invade from the DEI islands closest to Australia. I was able to do this without even having a navy. This was back on patch 1.7.1, so I'm not sure if this still works.

Or the compliance increased in the meantime, allowing you to get more than 33.3% of the IC.

Yep, now I can use 50.2% of the factories despite having only 8% compliance ... I expected that it would only change after I reach 40% which is written to have +10% factories or something... could be related to my lack of manpower, maybe it was so low because previously my garrison was incomplete? Or it scales non-linearly with compliance.

So it seems correct that it rounds the factories down. Sad that the occupation UI only shows CIC and MILs, it could mention the docks too...

I did it by refusing Sudetenland and just winning that a patch or two ago. You can use India to justify and declare on allies while democratic.

Edit: you can use harsher law if you need factories to accomplish something in particular sooner.

You won alone as Czech or together with France and UK? Doesn't the Munich Agreement mean that Czech will fight alone if it refuses (and was the reason why it accepted in the original timeline)?

The wiki provides some information.

Wiki: Occupation Compliance

It looks like the percentage of factories, resources and manpower in a state scales linearly with compliance in that state, but I can't quite read the formula.
And then there is a flat bonus added based on the "average level of compliance between states" - I assume, between all states of the specific Occupied Territory.

Sad that the occupation UI only shows CIC and MILs, it could mention the docks too...
One oversight among many others... As it is, the information it gives is pretty useless though, beside the percentage. Like in your first screenshot, it says you can access 2.7 factories, but it doesn't tell you what factories. I want to know exactly how many actual CIV, MIL and dockyards, or fraction thereof, I have access to.

Same for the state info panel, it should tell how many factories, or fraction thereof, of each type are actually available, instead of showing 2 full CIVs and 1 full dockyard.

That war is winnable w/o faction. You're on defensive with level 7 forts until Germany attacks Poland. You can make a repeat encirclement trap on your southern border to kill some German divisions while waiting. Once they declare on Poland + France they tend to reshuffle line, you can push and win then.

You do need to get unit balance right and it helps to have planes in small wings to abuse ace bonuses to keep skies decent. It's probably not the easiest path but it would let you double up Munich disagreement + Czechmate.

Don't pick Lithuania as your target. This may have worked way back in 1.4.0 - you had more than enough time to get it all done before the Soviets invoke the Molotov-Ribbentrop pact [or try to] for Eastern Poland [cuts you off from Lithuania], but they seriously nerfed the fascist stuff for the Czechs in 1.4.1. And of course, only 1.4.2 is available now. Its a pain having to wait till the Soviets are out of the way. The only thing that helped me there was that as soon as the Soviets began to justify, the Germans surged onto the border. After that, its easy, unless you Derp like I did and try to sail out from the Baltic [Soviet subs?!]. Sail out of a German North Sea port - as long as you haven't yet joined that war, the British will leave you be. I did get the achievement, but by and large, "Munich Disagreement" proved to be a lot less grindy.

That's a bug in itself as normally the German AI shouldn't be allowed to take Danzig or war while fighting Czech but it doesn't work.

It's all kinds of messed up honestly, since the Czech event text says you're on your own but often (but not always) the allies will join in anyway despite literally just refusing to help you lol. Unfortunately this sort of thing is par for the course in HOI 4.

That's also kind of an oversight as Romania often guarantees Czech and Romania can call the Allies in even after the abandonment of Czech :)

Just in case this helps someone, here is how I finally made the "Czechmate" achievement:

I failed to notice that the achievement requires a democratic UK, so if the UK goes fascist you need to restart. I also needed to restart once when it started decolonizing because it kills my CPU to have so many countries. In my final game I had:
A -> Democratic UK
B -> on-going fascist France (they are slow to change, so they failed to do itbefore Germany DOWed them)
C -> Kohoha (Axis, Anti-USSR) Japan
D -> Romania did the Polish pact as always in ahistorical

I went fascist, and if you want to go Fascist (like I did to finally get the achievement), you need to do the civil war, it takes too long to wait for the referendum and Germany will demand Sudetenland in mid 1938 regardless of historical or ahistorical. So that's what I did. All those Czech focuses about befriending Germany are useless, because Germany lets you join the axis when the civil war ends and this causes the focus "Befriend Czech" to be auto-done, locking Germany out of "Demand Sudetenland", so you are 100% safe as soon as you join the Axis.

I started by invading and taking the westmost state of Hungary to get a path to the sea. Germany puppeted the rest. Then I declared on Yugoslavia in 1938 and ww2 started because it was guaranteed by the UK. What happened next was nuts: Germany and Italy started declaring on everyone: Greece, France, Poland, Romania, Switzerland, Norway, Benelux, you name it. If it walks or moves, Hitler and Mussoline would declare on it, even before finishing any of the other wars.

I pretty much had to single-handedly carry the axis though all those stupid wars. I had to defend Croatia from UK naval invasions. At one point the UK took Croatia and after retaking it it went to Italy instead of me so I had to revert to an earlier save...

Then I had to invade Benelux and Blitz France (maybe they were weak due to the civil war they had).... with my 4 Light Tank divisions (Because I use historical divisions, Czechs had only lights, so I build only lights :D And tons of CAS). I didn't even build LSPG this time, I use the more historical 6 larm, 3 mot, 1 mot art + support art, support aa, and for infantry 9 inf, 1 art, 1 support art, hospital

Then Germany did the anti-soviet pact and USSR declared on Latvia sparking another huge war in 39. Again I had to carry the fight there .... with my 4 Light tank 20w divisions....

Luckly Japan invaded USSR and Communist India flipped to the Axis! So I invaded Afghanistan and went to Burma. Indonesia was japanese since Japan joined the Axis. And then I noticed that I can't do naval invasions unless I research a transport tech in the Naval tab.... 100 days lost.

I couldn't do any of the naval tree because Croatia was not owned, but I licensed Subs II from Germany and built 2 of them to gain naval XP by training. I also licensed and build a 1 Deutchland raiding CA due to the range 7500. I was useful only for getting naval superiority for my naval invasion ... then I researched and built 2 Sub IIIs before the game ended.

Victory was sweet:

If you're still having trouble, try this guide
Its for 1.4.1, and focuses mostly on getting to Munich, but will still be relevant for 1.4.2, which you can roll back to. It may even work with 1.9.3, as Germany has been nerfed a little bit since its days of steriod abuse following the release of 1.4. The Czechmate achievement could be done after collapsing Germany; you'd have plenty of ports then. The YouYube guide I was initially following ["Sir YouWin"] had been done for 1.4.0, and depended heavily on a bunch of oversights wrt the devs. They patched a bunch of stuff out in 1.4.1 [locking the fascist advisor behind the relevant focus; also, nerfing all the daily boosts and cut the initial 20% popularity down to a mere 5%] so that video guide is more or less out of date.

Even so, I did pull it off following both guides. You just need to produce subs ASAP as Lithuania will be cut off from you, OR wait for the Soviets to declare war on you. As I was in the Axis, Germany was quite eager for that scrap, and surged for by borders. My effort to ensure I was getting possession turned into a nice encirclement. Until I gave away turf I actually had possession of most of the occupied parts of the Soviet Union. Once they were close to being capitulated, I focused on getting in place to hit Australia. The nice thing about both Czech achievements is that you just have to control the required turf - no peace conference is necessary as with certain other challenges.
