Can't build missiles/rockets as Japan? How do you build missiles in NSB?

See the screenshot below. I have the rocket engines researched, I have the Rocket Site built, but I do not have Guided Missile I anywhere on the production list.
Is this a bug? How do you even build Rockets with the No Step Back? I vaguely recall it used to be built from the aircrafts menu, but that doesn't seem to be the case anymore, and I'm super-confused...

OK, so how do I launch them?

(ps. does that production use any resources? I did not see these missiles on the logistics screen)

1.) Production is free. They simply fill up the space in a rocket site, and will fill stockpile with obsolete rockets if you've researched better ones.
2.) They should have an airbase icon, which is shaped like a rocket and somewhat gold-colored.
3.) Operate them the same as regular aircraft after that.

Guided missiles are broken and shouldn't be used except for flavor/roleplay purposes, it's been like this for years and we likely won't get any fixes until a DLC reworks them. Due to their stats and how air combat works, they stand no chance against even the most outdated interceptor and get shot down in huge numbers. They aren't even listed in the air combat report so you can't check how well they are doing.

Their only advantage is that they don't require resources or manpower and at least the final rocket has absurd range (you can bomb the US east cost from France), but you give up building slots which could be used for something more useful. If you still want to use them, only build one silo per province. Higher level silos increase the maximum number of missiles that can be stored, but they don't increase the rate at which missiles are being produced (1 per day).

Ha! Perfect! :) I got it. Thank you very much.

The issue was that the rocket site somehow wasn't built in my province. It appeared as 1/10, but when I clicked on the province itself - it wasn't there on the list of buildings... but there was one on the rocket site I have built at my home island!

I don't know what happen previously, but now starting construction of the launch site at my recently captured province worked just fine :)

Hm... that's very weird. Do we even know if it counts air defenses all the way to the target, or just at the target province? Does it work all the way to tier 3? (e.g. fighters wiping out V2-type ballistic missiles on their way to the target?)

Combat happens just in the target province, it works the same like with normal aircraft. Guided missiles have 0 air defense, meaning the damage they take is infinite because damage is calculated by comparing air defense and air attack. Speed is also just a modifier to this value, it doesn't actually influence whether something can be intercepted or not. So while missiles are very fast, the modified damage they take will still be infinite. An interwar biplane can shoot down a 9900 km/h V2 missile in HoI4.

I assume that remaining undetected is the only way a missile can fly past the interceptors and reach its target.
