No Korath was right I was just adding additional info.

Here is a summary.
1. Province is coastal (great lakes count as coastal)
2. Province is next to a City size (700+) province that you own.
3. The exception to the above rules is in the Siberian corridor you can colonize a province that is either of the above or is next to a colony or a TP.

And you can always build a TP if it is coastal or near a colony/province or another TP. TP is good to quick get control over large areas before the enemy colonize them. And when you have a TP on the places you want to have, then you can send colonist and develop them:)

Ah yes. I recall (in EU1 at least) that those provinces were "coastal" except that there wasn't an adjacent sea zone. The town picture had a dock but the sea had all dried up.

Not unless the province falls under one of the conditions I noted above. Just because you put a TP in the province it does not mean you can colonize it.
