Can't Build Certain Improvements

I can't build a Royal Palaces, Military Academys or upgrade my harbors. I checked provinceimprovements.txt and I can't find any reason that I can't construct them. I haven't played in months but I was able to build them back then. Any ideas?

Edit: Saw this in the beta patch thread; "- Building restrictions are now checked at maximum province income." Does this have something to do with it? I'm not really sure what it means. I'm trying to build in Palermo, which has a base income of 4 (I think), but an actual income of 22.

There is something buggy with these building-restrictions. They don't work they way that most of us think they should work.

This has been reported already, hopefully it will be fixed

okay, thank you. My ego took a hit when I saw one of vassals building a royal palace and his mighty liege couldn't.

I always thought it had to do with the provinces base taxe income.
I guess it wa just a bug, oh well
I thought it made sense that you couldn't build universities in poor places but now I think they should fix it becuase it looks like if you got the University tech you should build a university no matter ow poor you are.

There is (and there should be) a province-income limit on certain buildings. Which is good, but it just doesn't work like we think it should work.
