Can't Build Buildings as Plains Indians

I tried to start a new game as the Comanche today, but the buildings remained locked after I leveled up in technology. The notification flag at the top of the screen didn't drop down, I wasn't able to click on the buildings from the province building tab, and the production toolbar didn't allow me to build anything.

Before exiting the game, I tried again with the Pawnee and the Navajo and the same thing happened. Any ideas? Thanks in advance.

Natives can't build standard buildings until they reform their government. When you do, all your native buildings are destroyed, but you can build temples and constables and so on.
