It's intended. It's because Venice has fleet stationed in the sea bordering the Venice province. The fleet blocades the access to the Venice province. You need to get rid of the fleet if you want to enter there.

This drove me nuts too in my last game as Milan. But it's as Robin74 said, the Venitian fleet is blocking the province. You'll just have to wait for them to move, since you probobly don't have any navy at all.

You have to destroy the Venitian fleet to be able to take Veneto,in the sea by the Veneto province or make sure their fleet isn't there.

Am I being really stupid here? Veneto is treated as if it were surrounded by Straits? I never noticed this before; I was able as both Byzantium and Turkey to walk right in. Surely if this were the case, you'd be able to unload troops from a fleet into Tyrol?

Actually, the change dates from beta 12th June. You can't unload troops in Tyrol, as it's not adjacent to the seazone, only the 'strait' is.
