Can't ask enemies to release nations in peace treaty

Currently playing as Bosnia, and I'm at war with Hungary. Early in the war, I saw that it cost about 60 warscore to make them release Croatia. Now when I'm at 100% warscore, the tab is greyed out during the peace treaties - all I can do is ask for provinces or money.

Is it impossible to force enemies to release nations if the warscore is too high? That makes no sense..

I think it's because the casus belli you are using doesn't allow nations to be set free

I was using the conquest casus belli (to take Zagreb). But I was able to ask for them to release Croatia earlier in the war. Could it be that I can't ask them to release Croatia if I've already occupied the province that is my wargoal? That could be it, but it would still make no sense.
