So, I take a bunch of land, and a bunch of the cities have been granted to holy orders. This prevents further development, which I'm not a fan of, so I revoke them at the cost of 500 piety a pop. As someone who prefers learned leaders and unlocks the linguists cultural tradition 500 piety is really no big deal to me, I can learn languages and the mana printer goes brrrr. Anyways, regardless of how much mana I have available, sometimes the option to revoke from a holy order is not available. It's not like the button is there but greyed out, it just isn't even there. If I open the character screen for grand master of the order I don't have the option to revoke from him, and if I murder him the next grand master gets the town and I still have the same problem.

Anyone know why this is happening?

This problem is incredibly weird but essentially the cause of it (at least when I ran into it) was that even though I'd leased the holding to the holy order in one of my Counties, I wasn't the actual owner of the holding and thus couldn't revoke it - it was a hidden republican vassal holding the title.

Check who actually owns the barony you're looking at, and see if you can revoke their title.

I can't say this with 100% certainty, but at least in my experience it seems like you can only revoke a lease under two circumstances:

a. the holding belongs directly to you, not a vassal
b. the holy order belongs to your faith

That second point is the big one for me. During my playing I've never been able to kick out a holy order if I change religions, or even if I'm a pagan and reform my religion but have already established an order from the old faith.

That's because the city or castle barony is still held by a baron or mayor. You gave grant the baron a county so that he may become a city lord. Then you go back to the barony with the holy order and will have the option to revoke away from the grand master. That's the way I revoke the baronies away from a grandmaster who has a hostile religion.

RESOLUTION! Thanks for the replies folks, here's how to fix it:
The issue was caused by the barony being "owned" by a third party. To solve this
1. select the barony in question on the map
2. click on the coat of arms in the city card, it's the shield looking thing with say "city of [name]" or whatever. This opens a character screen
3. grant that character a county which does NOT include the barony in question

A count cannot own a barony in a different county, so they will lose the barony title to whoever is next up the chain of command, ie yourself. Once you own the barony you can then revoke it from the holy order.

That said: Paradox, this is a wtf. This is not intuitive at all and forces the player to do gamey out of character things which make no sense outside of the context of fiddling with code. Please fix.

It mostly just changes up the tax and levy contributions that you get from the vassal (more tax, less levy, if I remember correctly). Republic vassals also tend to be less likely to stir up trouble in my experience. And, personally, I consider the lack of a contract to be a positive because it means they can't mess with that whenever they get a hook on their liege. Whenever I start gaining large tracts of land and lots of vassals, I tend to create at least a few higher-tier republics (and bishoprics when I can) to help with general realm stability and for roleplay reasons.

That's an interesting take on contracts, I go the opposite route. Getting hooks and not giving them is certainly tough, but I find the pay off to be quite worth while. Particularly once I'm happy with development in my own lands. Having 60x coinage rights granted makes for a decent amount of development increase, and granting that means I can raise taxes without incurring tyranny. Throw on scuttage and I pull in a lot of taxes.
