I am not sure if this is a bug that came with a recent patch or some change, but I have problems Uplifting a Pre-sentient Species.

I built a Frontier Outpost some time before I had the Uplift tech, just because I wanted to make sure I was able to once I had the tech right away. So, I research Uplift. I check the Species window, and it tells me that the species does not exist on "any of my owned planets".

I would appreciate some input to fix this if I have managed to forget or miss anything or an explanation for this.

You need to colonize the planet before you can uplift its natives.

Well, the Species I have only get a Habitability score of 30%, so that can't be done. I also made a Robot Pop specifically for this to try and use that, but I cannot select the Robot Pop when I am making a colony ship.

So... What am I to do?

How incredibly counter-intuitive and restricting of a mechanic. What was so bad about the previous method that necessitated this change?

I just ran across this myself, too. We didn't used to have to colonize the planet ahead of time, just have it within out borders.

I would also like to know why this changed, because as the OP said, this makes it impossible to uplift on planets you can't colonize due to habitability, without first terra-forming the planet or having synths. Terra-forming doesn't make sense when there is already a species living on it, as they'll no longer have a good habitability score for their own home planet. Droids/synths are an awkward work around, that may not be possible anyway due to policies. And enticing another empire species that has that climate preference to allow migration could be challenging if you can't colonize the appropriate worlds to begin with.

And my displease and dissatisfaction with attempting, though in the end successful, Uplift was compounded by no events triggering following the Uplift to decide the species' Ethics - which until now have always triggered following an Uplift. Oh well, some gamethroughs just don't always work out the way you want them to.

I hope this was an experiment on the developer's part and that they are satisfied enough to return to the older mechanic.

Meanwhile I vastly prefer the new mechanic. It was the OLD way that was counter-intuitive: being able to epigenetic trigger presentients from orbit. The requirement for colonization makes much more sense and I hope the devs keep it this way.

Thing is: In most cases the reason for uplifting a species is because you don't have any pops to properly colonise said planet type. So having to be able to colonise said planet to uplift a species is counter-intuitive.

Thing is: In most cases the reason for uplifting a species is because you don't have any pops to properly colonise said planet type. So having to be able to colonise said planet to uplift a species is counter-intuitive.
Having no appropriate planet type pops might have been a problem in 1.2, but now you can basically colonize anything with anyone, it's barely worth mentioning as a problem any more.

Also, if you were uplifting for getting-new-planet-type pops, rather than getting-20%-happier pops, ur doin it rong.

That's not why I uplift species.

If it works out that way, great. But I uplift species to either generate more POPs for the empire, some happy POPs for the empire, or to grab a species to fill a genetic niche. (Very strong resilient cockroaches? Role-playing and a great source of fodder for the army all in one package!)

It is not counter-intuitive. We can already build small orbital outposts and completely infiltrate primitive civilizations, regardless of whether our species could actually survive on the planet. There is no reason we couldn't build a small outpost and perform an epigenetic uplift of a pre-sentient species without performing a full blown colonization of the planet.

There would be some - not much, but some - merit to this argument if Uplift required a research or observation post above the planet.
