Cannot update Land Doctrine Tree: Please Help !!!!

I'm playing Italy with some graphical modes.
I was able to select the first level of "Superior Fire Power" and I finished to research it. When I try to research the second level and I click on the icon it brings me back to the research slots and it doesn't start to research that level.
Very frustrating. What is going?

What game version are you running?
- I am playing 1.10.2 beta and it works fine for me.

Did you try it without any mods?
- Are all the mods you are using up to date with your game version?

I'm using some graphic mods and yes they are up to date. I'm playing with the version 1.10. I just downloaded the game few days ago.

Try turning off the mods, and Validate the game files on Steam, that tech works fine for me.
