Cannot Supply troops overseas.

I just bought Doomsday and for some reason at the begininng of the Doomsday campaign(October 8th) All of my Armored units aren't getting oil. I can't setup any kind of supply from Houston to Bremen or any other Western European province for that matter. I have tried turning the AI run supply stuff off and still no oil. Is there something I need to be doing or is this a bug?
