Cannot see DLC on laptop (already verified game cache)

I am able to launch the game and play, but my DLC does not appear in the launcher.

A Paradox Interactive folder is not created in C:\Users\Username\Documents\. If I create one manually and give Everyone Full Control (to check for rights issues), nothing is changed. Verifiying game cache says that everything has been validated succesfully. I am re-installing CK2 right now (while running Steam as administrator) to check if that changes anything. Steam is located outside of Program Files.

Any advice?

If the game plays OK, it MUST be creating the user files like settings.txt somewhere. Do a whole-of-PC search for that filename.

You haven't created a userdir.txt file in Steam/CK2 to point the user files elsewhere, perhaps?
