Cannot reorganize army while army besieging

Its pretty annoying to try to swap commanders around while my army is parked somewhere besieging something.
Can't do anything to the army except split it (or otherwise form a new unit) without first ordering it to move somewhere. Then once its moving, I can issue the commands to swap the commander, or move troops from flank to flank.
After that's done, I can then cancel the movement order.

This seems like an un-necessary step. I think this is more like a bug than a feature request.
