I don't know if it's a problem related to the new patch but I can't seem to reform as the Arawaks. I have all the tech prereqs, with a Portuguese colonial neighour. I am on the island of Guadeloupe, and the Portuguese are on Dominica.

Yes, but, in generally in EU4, "adjacency" is adjacent by land (sometimes including straits). Dominica and Guadalupe aren't connected via strait (I think). If someone settles in Antigua (which is connected by strait to Guadalupe) you may be able to reform. Otherwise (if straits don't count for reforming), you'll have to wait until a European colonizes on Hispaniola/Cuba/S. America and then colonize next to them.
