Cannot Raise Personal Levies

I don't understand what's happening. I recently moved into the Duchy of Estafan as Persian Emperor, revoking it from the count and duke who used to own it.

I can call in desmense troops in only two of the four counties in that duchy. What's going on?

Update.

The county of Estafan itself started giving me troops. Still have the problem with the second county however. If anyone knows what the problem is please tell me.
