Cannot open installer

I have a Vista 64-bit OS, but when I try opening the installer for 0.14b (the 64-bit one) I am told that
"the version of this file is not compatible with the version of Windows you're running"

When I try running it as an administrator, however, I am instead told that it
"is not a valid Win32 application"
Except that this is a Win64 PC and I was able to install 0.13 perfectly fine.

Can anybody help?

This is almost always an issue with a bad download, causing a wrong error message - This is an error related to old 16bit software, which hasn't been a thing since Windows...98?

Would it make a difference if I used the zip archive instead of the installer? As in, would it affect the performance of the mod in any way?

No and No - The .zip archive is just a bit more fiddly, since you have to manually unpack it to the mods folder (if memory serves)
