In my Swedish campaign I got lucky and PUed Theodoro when I married their 74 yr old king. I thought this was a great opportunity to expand a minion in the Black Sea, far away from my established territory.

So in some down time between other wars I attacked Imeretti, who was guaranteed by QQ. The target territory is Orthodox, which is good from Theodoro.

So the war goes well and I work on peacing out...but I can't give the land to Theodoro since apparently they can't make it a core.

What? Theodoro made a claim on the land (like I told them to), but they can't core it?

I understand that Sweden can't core the land, but why not Theodoro?

The area is in the Black sea. I identified the provinces as 'province of vital interest', and my PU dutifully got a claim.

I occupied the land and then gave the occupation to my PU Theodoro. But when I tried to take the land for Theodoro as part of a peace deal it said "..Theodoro cannot make it a core". See screenshot.

So Theodoro can establish a claim, but can't core the land. How odd.

If so, lift it.

Coring distance is calculated from nearest non-occupied province. So if theodoro is occupied, Imraties provinces is not possible to take.

Looks like they are claiming across Eastern Black Sea, but the port in their province attaches to Gulf of Odessa. I feel like they should have coring range across those two sea tiles by 1549. Maybe you can look at the colonial range map mode with Theodoro as the selected country to check that.

Have you transferred occupation to all the provinces in the region? If you have occupied the coastal provinces but they have occupied the inland provinces then they won't have range. If you transfer the coastal provinces to them as well you might find it works.

Edit: also Vetgirig's post above is correct - if Theodoro is occupied they don't have coring range to anywhere.

EDIT: Cut out half of my comment because I misunderstood what you were saying.

Point stands though. It's not a coring distance you couldn't overcome even in 1444 unless they're occupied.

That did the trick!

So it looks like coring distance is calculated from the nearest CONTROLLED core. In this case, it defaulted to my nearest holdings in Ireland, which is much too far away to core in the Black Sea with Theodoro occupied. Learn something new every day.

So now Theodoro Purple is spreading....

This is still bugged, report it again if you care to do so. It's been years since this wrong-message has been reported and it's been reported multiple times.

It's objectively a bug. UI or mechanical, take your pick, but it must be one of the two. Regardless of occupation status, Theodoro could core those provinces at the exact same moment post-peace deal. The stated reasoning (could not make it a core) being "true" and "false" with identical post-deal timing is necessarily flawed as a result.

The UI is indisputably lying to the player about the reason land can't be taken, and lying about the rules is not okay.
