Description​

If you are faction leader you can no longer make an empty army for expeditionary forces from your allies. This bug has been reported several times before but there has been no response.

Steps to Reproduce​

Pick any country that starts as a faction leader and try to make an expeditionary force with your allies troops. You can't.

I am also getting this bug. Tried to request forces from the UK as the US for the achievement but nothing happens when you click on the button.
