Cannot lend lease old fighters

So I've lend leased some Czech planes to my allies, but I cannot give them the CR32 interwar fighters I have: they just dont appear on the lend lease screen with the other ones.
Is this a bug, or working as intended? If the later: which logic do the limitations follow?

No, they are stored in the reserve.

Some planes, AFAIK, cannot be given away as Lend Lease.

I think they fall under the category of "foreign planes"

E.g., NZL or AST also cannot give away their starting airplanes as LL. (well, that is what my fuzzy memory tells me).

Possible Game Design rule:

If the planes started off as a "gift" or "foreign planes", then the owner cannot lend lease them away.

You need an active license of that particular equipment model to make them appear in the lend-lease list.
