I took the Seabound doctrine when reforming Hellenism and I've now seiged down some 200 holdings and I still don't get even the basic "Pirate" trait let alone Seaking or whatever. I understand the initial "Pirate" trait is probability based, but I think it's more than bad luck at this point. I don't think I can get it. Is this a know issue?

To get pirate traits you have to have both Sea-bound and Daring doctrines. Just having Sea-bound is not enough.

The other means to get the pirate trait is to culturally become a norse and at the same time have the bloodline of Ragnarr 'Lodbrok'

Yet it seems that it was a little bit buggy to me:
sometimes I get the pirate trait and Ravager trait and then suddenly have the event of getting the Pirate trait again (and lost my Ravager trait).
