I'm not sure if this is WAD but here is the situation:

I have 14 pops from an alien species that have migrated onto my planets. The bulk of the alien species is still located on their own worlds in an independent empire.

If I start a special project to gene-mod the 14 pops that are located on my worlds (3 worlds), the project can be created but cannot be started (Research). There is red text on the project that says "We do not have border access to this project."

It seems the game doesn't distinguish between members of a species living within the empire and without.

That project is created nominally at location of the species' homeworld, so the game require you to have border access to there.
According to Wiz, this restriction will be removed in 1.5.

Well they forgot it apparently and the bug is still present in [1.5.0] (See attached screenshot). Kind of a bummer since I need to get rid of the weak pops to please the militarist faction...
