Cannot Find Mod Folder

I need help either locating or creating a mod folder that will work.

I have a mac and have been looking in the typical place where the mod folder would be. The only problem is when I open my EU3 folder all it shows is a logs folder and settings.txt

I go to users -> Library -> application support -> EU3 and then there is nothing there except for the above stated

I have attempted to create a mods folder and then place my desired mod in it, however when I start my game It does not give me the option to use that mod.

Any help would be much appreciated.

You're looking in the wrong folder. It sounds like you're on a Mac, so I'm not quite sure what the default location is, but you should be able to go to the folder the shortcut is pointing to. That has the executable in it and also folders like "map", "common", "decisions", etc. It's quite possible there may not be a "mod" folder yet, in which case you'll have to create it yourself.
