Cannot download patch

I am surprised that I am unable to download the 1.08 patch, nor even open the paradoxplaza website that the patch is located? Is there a problem with the website, or am I doing something wrong? I clicked on the link for the downloadable patch, but the paradox plaza page will not come up.
