"Cannot connect to route"

I can't build either type of horbour because I'm getting the message 'cannot connect to route'. On the cargo harbour an orange dotted line leads from the unplaced building model to a seemingly random point in the middle of my city. Can anyone explain?

The harbour does this when it is not beside the sea. Try moving the harbour nearer to the sea and it should go green and you can then place it.

Not all land beside the sea is suitable. It may be too high etc etc.

Nope, that's not it. It literally won't let me place it anywhere on the map. I'm probably doing something very stupid but I can't see what it is. Here's a pic for reference. What does the orange line mean?

Maybe your city doesn't have any harbour connection to connect to, I haven't played a map without one so I'm not sure.

I would prefer to place the harbour on the island on your map, directly in front of where you are trying to place it now, you may get 3 placed there. I have 4 on an island, one road in, one road out, works very well.

I'm pretty sure that is the one vanilla map that doesnt have a harbour connection.
