I started up a game as Austria, and while moving troops and preparing military access, Flanders managed to form and fought a war of revolution. The game sequence proceeded as follows:

Summary of game:
1. Flanders forms on its own/raises banner using the provinces it has sieged
2. Flanders fights official war of revolution
3. I barely win first battle but I curbstomp once the AI splits its siege
4. I siege Flanders like crazy because they hit max war exhaustion
5. I go to make peace, but notice I cannot fully annex Flanders and I accrue what looks to be major expansionist aggression for taking back provinces
6. Just to check I make white peace...AND THEN I get the reconquest CB

I just want to make sure: As the defender in the war of revolution, is this working as intended? Once Flanders raises its official banner, can I no longer claim it until the defensive war is over?

The same thing happened to me. I believe it's due to the fact that there is no CB in the war declared; the war score required to annex is therefore too high. If the successful revolt led to a war of revolution with a proper revolution CB, I believe (unless I'm reading the files wrong) that the warscore would be half of what it is now, and Flanders would therefore be annexable.

In my Austria game I just accepted their demands for local autonomy (no income, manpower, and -10 revolt risk for a bunch of years). Maybe not the smartest thing to do in the demo because of the limited time frame, but oh well.
