As of today, despite their unbelievably high cost for the building nation, once built canals can be crossed by anyone, friend or foe.
In history, canal construction had long been studied (from ancient times, and from the XVIth century for new world canals of Panama, Nicaragua and Tehuantepec), not only for tier importance in trade, but as a strategic military advantage.
Long before being built, Charles Quint already developed interest in a route to link the pacific, especially the philipines and Peru through Panama isthmus.
Besides, in regard to the lack of naval infrastructure in the Pacific Ocean, the Panama Canal existed as a pathway which allowed transportation of ships oversea, before being turned into a railway, finally into a canal.
Please represent that in game by restricting access to the canal owner (or occupier, if occupied in war) or a nation with fleet basing rights.
Besides, the same can be noted for some important narrow straits, such as the Bosphore and Dardanelles. Under Ottoman rule, almost all foreign navigation was forbidden
If not for vanilla, please at least give us modders an option to set
