Nope. There's mods which alllow you to, but as it stands you can either have more troops or have more guns, not both. I personally feel this is rather stupid, but idk mate.
For some reason the devs seriously nerf Canada and make it completely ahistorical at the same time. Canada should be the top Commonwealth member, especially for industrial and resource production, yet it falters compared to Australia. I really hope they remove the mutually exclusive choice for that.
