Hi,

Where I understand this is a logical choice for USA, its kind of stumped me.

If I cant not puppet the USA then Garrison duty will cripple me, I can not invade the UK as I have no Navy.

I am stuck way to much land to garrison and unable to puppet. Any suggestions how to solve this?
