Can you set up a collaboration govt. in an occupied country?

Let's say I'm playing the USSR. Germany completely conquered Poland, and I didn't sign the Molotov-Ribbentrop pact, so they own everything. Poland is a member of the Allies, and its govt is in exile.

Is there any way to set up a Polish collaboration government to help me hold Polish territories when I eventually take them from Germany?

I'm pretty much new on La Resistance, so I don't fully understand its mechanics.

As far as I know: No.

You need a spy network to do a collaboration government mission.
And to create a spy network the target country needs to own some states. If Poland has capitulated and is in exile it's nowhere found on the map.

That's what I was fearing.

And you can't do it after you take the territory from Germany, then reinstate Poland so they would then own territory, because you can't run those ops on friendly ground. You can bolster counter-intelligence in Allied countries, but you can't build a network, or do anything that requires a network. You also cannot incite partisans/resistance in enemy cores - has to be territory they took from someone else. But the historical resistance to the fascists in Germany and Italy would be represented by the network you set up, and you'd need that to pull off sabotage missions and such.
