Can you request licensed production of ships when you don't have a port?

If you are a inland country and does not have a port, does that mean you can't licensed production let's say a u-boat from Germany?

Btw if I don't have a port but my ally has ports that I can use, deos that allow me to license production ships?

You would have to have dockyards to build the ships, which require coastlines.

You can only deploy built ships in your own ports.
