Not worth it, but I actually didn't play it without CS. Probably you will have to buy it because of the pay wall. They completely messed the game up, so it would be extremely laborious to list all the bad changes, but those of the pay-wall, I believe, are the inability to get more buildings slots, and the inability of changing the government rank (you need it because they removed unique buildings).I see. Would you say that CS is now worth it? Has the AI issues and balance people were complaining about after launch been fixed by now?
Even if you have CS like me, you will notice the shameful amount of times the game will crash. Yeah, EU4 was too prone to crashes since v1, but with 1.13, it is simply disgusting. I get at least 2 crashes every 1 hour of playing. BTW, they might have tried to "improve" it by making the crashes "silent", so since 1.13 they game will simply close without any notice; if that was actually on purpose, my honest well-done to that developer.
That said there are one or two good stuff, like being able to demand non occupied provinces, and asking your vassals to convert religion.
I'd say save your money and stick to 1.11.
Sorry for not being that detailed, but still enduring my testing 1.13 campaign.
