I can't create any feudatorys because there are no other nations left in my culture group. If I annexed part of another culture and then integrated them, would that allow me to then create feudatorys out of other nations in their culture group, or am I stuck with no feudatorys forever?

I don't think you can. You have a few ways to make more feudatories
1. (don't try it lol): Get completely sieged down by barbarians of a different culture group. That should force their culture on you.
2. (don't count on it): Somehow (mission, decision) change your cultur group
3. release some of your territory. Important: the cultur of the tag is dtermined by dominant culture. Thus you have to have assimilated the place.
