Can you form Germany? If so, how?

Can't remember this one can you form Germany, if so how?

In AGCEEP you can form Germany, but only around 1495-1515 and only if you expanded peacefully through diplo-annexing. In Vanilla you can't form Germany (as far as I know) which is quite good as forming a united Germany back in that time was even less likely than the Byzantines beating up the Ottomans
