In EU2 can you create the Papacy as a nation? Also, I saw some people talking about nations going on Crusades. Can you trigger that? Please explain.

The Papacy is already a nation in every scenario of EUII, except Fantasia.

Crusades are not triggered by in-game mechanics, it's just what we call "deciding to conquer the Holy Land".

Are you talking about the Papal STATES, or the real papacy? My game doesn't have the Papacy as a nation.

They're correct. During this time the Papacy is a secular power. (Actually even today they still control Vatican City.) The Papal STATES is the land the POPE controls. Hence the name.

And no. You're beyond the Crusading era, so you can't call more crusades - which doesn't mean you can't try to reconquer the Holy Land (or the Hussite Bohemians) if you want.

This is not to say that you can't launch crusades per se, just that they're not that different from any other war you would declare. Some mods may have events to simulate "crusades," and w/ a little know-how you could probably make your own.

AGCEEP gives some events to go crusading and reconquer the holy land, forming the kingdom of Jerusalem for example, but as said before - in 1419 the big crusades are over so you can't trigger anything like all christian nations sending armys to slay the pagan powers ;)
