Can you colonize next to a landlocked, not cored province you own?

I want to block Muscovy from Siberia and I can do it very, very early (~1495-1500). The main concern is that I'd have to wait for the annexation my vassal, Nogai, who's basically in my way to Siberia.

The plan is: attack Kazan. Make them return all Nogai provinces, and take one in the north for myself. Send a colonist there ASAP. Once the first colony is done, send the colonist to the second province in the North - voila! Muscovy blocked from Siberia.

But this strategy relies on being able to colonize next to non-cored landlocked provinces.

(Ironman so no second tries :p)

No you need a cored province before you can colonise. Don't worry as long as Muscovy has not yet taken the expansion idea you can do it easily in most cases.

You also need a direct land route to your capital which does not pass through any vassals. So you wouldn't be able to colonize until you actually diploannex Nogai.

Hmm I didn't know that actually, since I can core any province that is connected through my vassals I assumed it was the same for colonies but well you learn something new everyday :D

EDIT : Oh right, Muscovy cannot colonise because of their vassal Perm because of this, can't believe I forgot.

That's a shame - luckily they have Defensive as their first idea so colonizing will be later - probably towards 1550+.

And I also got a lucky break: Muscovy + Poland/Lithuania versus Crimea + Ottomans - a long war is still raging and all their manpower and armies are almost gone. Both Muscovy and the Ottomans. Since both hate me and both will probably have to be split up in order to avoid problems later on, after this war with Kazan I'll attack one of them.

I'd go after Muscovy first, to give back provinces to Perm and/or Novgorod. Now I just need a CB since I don't neighbor them directly - maybe I'll get lucky with an Embargo :)

I finally blocked them off 2 Siberian provinces to the right. Frankly, I'm still a bit scared of them, hopefully once I finish colonizing I'll be able to crush them.

Trick question:
If I release a vassal cutting my country in half, can I colonize based on my second half - which will not be connected to my capital? I want to release Kazakh since they have a lot of provinces in Central Asia and I'd rather not core them myself. But if I can't colonize Siberia after this ... it will hurt a lot.
(Alsn say no, I hope he's wrong :( )
