Can you build spaceports without construction ships or visa versa?

If not, it seems like a huge design oversight. In your first war with a large empire, you could destroy all their spaceports, hunt down their construction ships and leave them as effectively a pre-FTL civilisation for the rest of the game. Can't build new ships without spaceports, need construction ships to build spaceports.

You'll have the rest of eternity to conquer their defenceless planets at your leisure. You don't need to conquer anything in your wars, thus avoiding any bad relations with neighbours. Just castrate them, and move on to the next.

It is interesting that we tend to look for the ways a system might be broken, then assume that it is, isn't it?
