Make it so your heir has a claim on khan title and is unlanded, then push his claim, then make "succesion" happen.

culture : yes
it is not possible for khan to change, or for someone with different culture to inherit, but you can change culture of someone who is not a khan and has a claim and push his claim.

You can use pagan patriarchal clans open succession and educate grandchild in desired culture.

so the same culture restriction is only for the prestige based inheritance?

Say, would it be possible, as a tribal, to pillage some county you conquered to the ground (this would require conquering a county that has 2+ holdings with at least 3 buildings/upgrades in them each, otherwise it wont let you pillage anything if you are down the last county) and then get give away all your other provinces/lose them to external conquest? That would force you to be stuck with an empty holding. Would that make you a Nomad? Or just break your game?

Do you know how to adapt the county CoA when settling as a nomad?

Yes, that seems to be all it takes.
It also seems to be possible to inherit as different culture in open succesion.

For your new title to adopt county's CoA you need to press "settle as" button on any of that county's holdings. Beware thou that will kick you out of nomadism and make you a settled government form

feudal for castles
merchant republic for cities on coast
tribal for tribes

The rank of your new title depends on what rank your highest non nomadic vassal has.

If the player looses that province it will give him game over
The old char seems to loose all of his titles and nearby ruler gains the counties, castle, city and temple are generated

Yes, but educating child in different culture requires him\her to NOT have nomad father or any siblings so its kind of tricky to perform...

easy, grant your child a barony and ask for your grandson to be educated in different culture
