As it's impossible to demand territories worth over 100% warscore, would it be possible to be completely immune from losing any provinces at all if all your provinces were that good? I imagine a Merchant republic whose only provinces are the utterly dominant CoT on each continent could very well reach that situation, obviously after making sure no countries can be released from it.

Would it, extrapolating naturally, thus be possible to be an unannexable OPM too, or is there some special hardcoding about that?

I've never seen a single province worth anywhere near 100%.

I have seen a 106 worth Thrace once. Which was annoying as hell, since their total one province was to large and made them immune to annexation and vassilization.
High tax base, high population, decent trade good and a center of trade can cause this.

I did that, occupied them for the maximum allotted time and the lowest score I managed to get was 106. :p (forced auto-peace)
In the end I removed 80% of their population and 5 base tax. This lowered the score to 90.
