Once a country surrenders a peace treaty will trigger. In that each nation gets his demands on the table that contributed. In order of war contribution you then demand stuff. You can of course demand single states individually, annex the whole country, puppet them or release satelite states they conquered. You can of course combine demands and for example take several states for yourself and puppet the rest like daniel did in the Yapan campaign with china. This will go on in order untill all demands are set and everyone is ready.

With each nation that contributed to the defeat i mean all, even neutral ones you arent allied with. If you play the United Kingdom for example and manage to push back the germans out of western europe while the soviet union pushes them back on the eastern front, they will be part of the peace treaty and can enforce demands according to their war contribution, even tho they are in a seperate faction even.

Countries capitulate, but that doesn't always lead to a peace treaty. They can go into exile if they are a member of a faction. You saw this in the WWW with Japan. Daniel captured all of PRC territory but there was no peace treaty. That didn't happen until the faction leader (China) also capitulated. Then he had options covering both PRC and China.

This gives some very obvious situations where you will probably never be able to annex a state, it may remain occupied and therefore subject of occupation policies with partisan effects etc. throughout the game. The Netherlands for instance.
