I think one option that would be interesting would be if the peaceful reformation of Japanese society was different than reformation through civil war. Peacefully diminishing the landowners interest group would represent an ahistorical outcome where the Tokugawa rulers consolidated power over the regional magnates and successfully centralized the state.

At the very least, I feel the Shogunate IG should be called "The Daimyo" instead. It would probably be still wrong but "less" wrong.
Right now they have Mori Takachika as the IG leader, which makes no sense if you want to represent the shogunate system (Chonsu domain hated the shogun and were excluded from power), but might have made sense for an interest group representing the daimyo. Of course then the conditions for the restoration would probably need to change.
