Some buildings do add a certain number of ships, but ship levies are modified on the same rate as 'land levies' (if that's the right term), so a +25% bonus to levies when you have 1000 men in your army and 100 ships would give you a total of 1250 men and 125 ships.

I figured as much.

I was hoping to be able to make it so that a leader who owns a ship-producing barony would be the only one who could really call up his own ships, while his liege would only be able to call up a few of the ships.

Example: Count of Sardinia has buildings to produce 10 ships. That allows him to transport his troops off of Sardinia. However, if he is a vassal of the HRE, I don't want the HRE pulling naval levies from him, which lowers his own naval levies (and thus can't transport his own troops) and gives naval levies I don't want to the HRE.

This would be very helpful for a specific mod I'm working on that in part involved drastically reduced navies to make them more significant, but it looks like that won't work.

Do crown laws affect navy levies? That is, if you have to give ten percent of your levies to your liege and you have 20 ships, does your liege get only 2? Or is it everything?

It seems that Liege Lords can call up entire navies no matter what. Which is really weird imo.

If your liege calls your navy, you have no galleys left. Let's say you're the count of Sardinia, how are you supposed to go anywhere? There's only I think what, 1 merc band with ships?

There's no way to do this that I know of. Fun fact: If you are playing as France in the pre-Hastings start, you can easily keep Normandy by raising all of William's ships so he can't get to England.

That sounds like something that should be patched imo >_>

I agree. Land-based kingdoms like the HRE should have hardly any naval capacity at all, well except for river boats I suppose. It was a problem for France up to the time of Louis XIV, with local nobles controlling the navy, not the Crown. The Saxon dukes should not be too free with ships. Maybe in fact there should be a modifier for de jure status: if you are de jure liege you get more, which would not be the case for Sardinia of course.

Speaking of which, what is the thing with Sardinia? The Moors or Berbers overrun the island by 1070 then we get an imperial crusade and it goes to some duke in the Alps.
