Let me illustrate the problem with a screenshot.
I'm sure this isn't new to anybody. I tried to make use of districts with the "Schools Out" policy to get more uneducated people in the city that can work in these districts, but it doesn't seem to do the trick. Housing in those districts trends towards Well Educated citizens anyway, which means that timber still can't get workers.
Schools Out in general seems like an ill thought out policy anyway, houses need educated people to upgrade, the only way the policy could work is by forcing educated citizens out, which means houses will stay low level and be rather uneconomical when it comes to space. Not that this works anyway, which means there's always a shortage of uneducated workers.
Normal industry has this problem as well when first plopped down, except for the fact that it actually upgrades to higher levels where it can make use of Highly Educated citizens, and so given some time this is no longer an issue in a city that has a university. Timber industry (like all the other specialisations) stays on one level forever. This wouldn't be an issue if the specialisations were able to upgrade to level 3 like normal industry and take on mostly Highly Educated citizens as a result. So I guess the question is: can we get specialisation building upgrades or something?
