If you're absolutely desperate to play EUIV with a controller (?!) then you could grab Xpadder (Google it). I tried adding controller support with Civ V, though, and it was clearly inferior to a mouse/kb for that kind of game. I'd strongly expect that a game like PDS grand strategy titles wouldn't work very well with a controller.
As per Castellon's response, controller support and screen size are two issues. I play my PDS titles on a 32" screen more than two metres away from my eyes, in a recliner (with the mouse resting on the armwrest, and keyboard in lap - it's very comfortable and relaxing

I do find I need to keep the resolution at 1368 x 768 or I struggle to read the UI, but this is another issue altogether (I would be a huge fan of Clausewitz being adapted so that the text size increases with resolution, so I could see the map in all it's 1080p (max res of my screen) shiny glory, and still read the text

If you do give Xpadder a whirl, post here how it goes - if it does work well, I'd be interested. I just think it's pretty low odds, hence why I haven't tried myself.
On a side note, PDS have said they'll have gamepad support for Runemaster (which is the type of game that would work much, much better with a pad)
