If it doesn't come in vanilla, I'm pretty confident it will likely be modded in. Still...control over intergalactic travel must be controllable by nations, i.e. access to, Hyper Relay Networks, and to specific ones should be controlled by the states that builds them or controls them now. With sanctions (including access to standard networks, grant to civilian ships and military ships to networks being controllable, charges for network travel being (say a . Specific access to travel networks and systems should be something you can deny through buildings on border systems (for travel taxes) and in systems system perhaps X-Nations can go through X-Networks, but only Y Nations can go Y-Networks an in addition must pay a fee to do so and an addition fee for Hyper Relay Networks access as well.

Lots of fun economic and control stuff with the new stuff coming in 3.4 and I'm excited.

Yes, and access is thus controllable though system buildings that could be placed on planetary, ring, etc. Also, they've mentioned that currently access can be though neutral nations also.
