Pretty much what the title says. Utopia is focused on government mechanics so it seems to be the right place for this. It's really annoying to play a democracy right now, as your government mechanic just gives you the same two constant, boring, uncompleteable quests. If we aren't getting new mandates, can you at least switch democracies over to Agendas until we do?

You just have to remove four mining / research stations during election, and rebuid them ASAP. Essentially you buy 250 influnces with 360 minerals and 3 months of output of those stations.

You do realise this does not work right? If you remove one and rebuild it you are still at zero.
EDIT: I have no clue what version you are playing, but in the latest 1.4.1 you cannot do that to complete those mandates.

EDIT: I have no clue what version you are playing, but in the latest 1.4.1 you cannot do that to complete those mandates.
If you remove one station when the mandate is in effect, the count will subtract 1. But during election the mandate is not in effect yet.

Do I understand you right? During the election, the mandates can be completed and the counters will work differently?
The mandate "quest" is issued when election is completed, and the counter is part of "quest". So removing station after election will subtract 1 from the counter correctly.
However, during election, the "quest" is not issued yet, so no counter exists. Remove stations now.

That's an exploit, not a feature. You cannot argue that they are "reliable" if you are ABUSING them outside of the intended framework.

By the same logic you could just add 250 influence via the console every 10 years and say that the independence mandate is a reliable and sustainable way of earning influence even though you didn't actually give up any planets.

That's an exploit, not a feature. You cannot argue that they are "reliable" if you are ABUSING them outside of the intended framework.

By the same logic you could just add 250 influence via the console every 10 years and say that the independence mandate is a reliable and sustainable way of earning influence even though you didn't actually give up any planets.
yeah, exploits can be "reliable", but that's hardly anything I'd call "fun".

The AI can't use this strategy, and unless you mean to suggest that the mandate system is meant to become a thing that gives human players an edge over AI around the mid-game it's clearly not anything close to the intended way for this to work...

I agree it is an exploit. But it is not an easily fixable exploit.

Besides, it ironically reflects political reality. It is a classic method of gaining political capital by spending public wealth.
"We shall shut down that steel plant to cut down pollution!"
"Hurray!"
several months later
"We shall set up a new steel plant to cut down unemployment!"
"Hurray!"


So I accept using the exploit. Though in my own mod I halve the reward, so the net gain will be roughly the same as "deep connection" ruler trait. I consider that as balanced.
