Currently, your manpower pool is just that, a pool, using it for soldiers does not have any negative effects, while in the real world, those men are being drafted into the armed forces from civilian jobs. (unless they are completely unemployed)

I suggest that manpower be upgraded so that the more you put into the armed forces the tradeoff is it impacts your production amounts. This would reflect the hit your economy takes for having fewer available workers.

I don't think so. Production in every country exploded regardless of manpower.

All they need is to add more policy sliders and such. Maybe a draft slider that is your main source of new manpower and when pushed to extreme levels will give IC efficiency penalty. Mostly manpower needs to be based on more of a total maximum for the country's population and not a continual growth.
