To be fair there are Pirate Candidates for most Major Nations.

Britain has Scotland or Cornwall

France has Britany or Normandy

Scandinavia has Gotland.

Japan has So

Italy has Sardinia or Sicily

Germany has Rügen
Sure, I know that.

But my main point is, pirates should not be allowed to rule HRE, not even be a part of it. This is just ridiculous

The game mechanics usually remove your country and your land from the HRE (in case of Netherlands, for example).

But Rügen and alike should trigger a special event:

After hoisting the black flag, Emperor strips your ruler of his title, declares him a rogue and announces that the territory of %countryname% came under the occupation of band of brigands - thus kicking your tag out of HRE, but your land remains inside it, which greatly irritates the Emperor and gives anyone an easy excuse to wipe you off the face of the earth.

Cornwall makes more sense than Rügen because I think with Cornwall the idea being that if Cornwall is its own nation (as hinted to in the event allowing you to go pirate) there has been a collapse in central authority in England, which is exactly the sort of environment where pirate 'states' could spring up, since the English Crown would be unable to deal with them, in addition Cornwall was quite poor land and not really near anything important. But Rügen is near one of the key trade streams for the HRE and there's no way the Emperor or anyone else nearby would tolerate them.

You wanna live a pirate's live and live up to old age - you need to get creative.

You must negotiate with somebody who can see your existence as beneficial - Denmark, for example, who are more than interested in undermining Hansa's efforts on the Baltic. You wouldn't be able to raid them (you already can't do it to your allies, as far as I'm concerned) and maybe at the cost of some of your booty. The introduction of pirate Gotland from the start date also should help you out, unless, of course, you won't see each other as competition.

Even Gotland isn't wanted as ally as they are rivals in the coastal raiding game.

I think Pirates are fine as they are. They spring up in vital trading areas to cause a nuisance to all civilised nations in the area. They doesnt seem to be a CB to punish them though and that's an issue. The Pirates of Nassau ( New providence ) are just outside of the sea zones in the Caribbean requiring either a Florida colony or Best CB to punish them. Which the AI wont do.

We need a Punish Raiding CB for nations that get their coast raided. Should apply to the Maghrebi nations too.

They may, or they may not - it's a bit dicy, I think.
We need a Punish Raiding CB for nations that get their coast raided. Should apply to the Maghrebi nations too.
That's actually a good idea. Maybe there should be some special conditions to it?

And you get very good bonuses but IRL weren't all these people just sticking around for the plunder? Feels like it should be harder to keep the state functioning to be honest.
Not a state per se, rather a territory under control of loose band of outlaws, who respect and listen only their Cap'n. Most people just live their lives as usual and not touched upon, unless kicking off tribute to the Cap'n for "protection services". Pirates reject the idea of state (unless they eventually turn into one) and the whole situation is described by a more or less controllable anarchy.

P.S. Having increased governing cost in states, pirate republics should also have severely reduced governing capacity.

Has there been a Pirate World Conquest? It seems like there must be considering all the crazy stuff some people can pull off but I can't find one.

Doesn't Gotland have custom ones from LotN?

Haven't played them yet, but was going to do it in my next game. Kinda assumed they would get some.

Got the opposite problem in Madagascar.

Pirate Ideas, Fetishist meshes well with republic, nice location but can't become the republic due to being a tribe.

Unless you wanna wait 100 years to get enough reform progress.

Unless you wanna wait 100 years to get enough reform progress.
As an alternative, you can switch to Libertalia, but you'll have to wait for Europeans to start colonising Africa.
