I think the child is meant to represent the heir to CK2, namely CK3. So, I must assume it will keep ageing, and become an adult at the time of release...
Like I've said elsewhere to me the child represents innocence and the snake the corruption of the world which finds its way into everything and to everyone.
Thats the coat of arms of Flanders quartered with a gold cross trefly which I haven't been able to place, so someone with house of Flanders who was a child when crowned, maybe Baldwin V? I can't think of anyone else who would use that kind of cross besides the latin emperors as their heraldry.
